Paul Blanke, Supervisory Committee Chair

Mr. Blanke is currently an investment advisor for high wealth clients in California and Nevada. He has previously provided consulting services as well as being employed with Stanford University, Stanford University Hospital and Clinics, Lucile Salter Packard Children’s Hospital (Controller), UCSF Stanford Healthcare (Associate Director Internal Audit), University of California San Francisco School of Medicine (Assistant Controller), University of California San Francisco Medical Center (Audit Manager), and Blue Shield of California (Audit and Investigations). Paul earned his B.S. degree in accounting from the Santa Clara University in 1976. His certifications and designations include Certified Public Accountant, Certified Information Systems Auditor, Certified Internal Auditor, Certified Fraud Examiner, Certified Financial Planner and Licensed California Real Estate Broker. He joined the Supervisory Committee in 1998. 

Desmond Low-Kum, Supervisory Committee Member

Mr. Low-Kum is Manager of Operational Risk Management and Compliance at the Stanford Management Company, which was established to manage Stanford University’s financial and real estate assets.

Mr. Low-Kum was a Senior Audit Manager at Stanford University’s Internal Audit Department responsible for managing internal audit projects at Stanford Management Company (SMC), Stanford Linear Accelerator Center (SLAC), and the Department of Athletics, Physical Education and Recreation (DAPER). Desmond is a Chartered Accountant, a Certified Investments and Derivatives Auditor, an Associate of the Institute of Cost and Management Accountants, and a Certified Information Systems Auditor. He joined the University’s Internal Audit Department in November 1989, after working in internal audit in the S&L and mortgage banking industry in San Francisco, and public accounting (KPMG South Africa). Mr. Low-Kum has a Bachelor of Commerce degree from Rhodes University, South Africa, and a Bachelor of Accounting Science (Honors) from the University of South Africa. Mr. Low-Kum is a past president (1998-1999) of the Silicon Valley Chapter of the Information Systems Audit and Control. He was appointed to the supervisory committee in 1997.

Nitzi Gildea-Phillips, Supervisory Committee Member

Ms. Gildea-Phillips left her position as Stanford University's Deputy Director for the Office of Sponsored Research Engineering and Independent Laboratories in 2006. She joined Stanford in 2001 as a Senior Contract Officer supporting the same team. Prior to joining Stanford, Ms. Gildea-Phillips spent 3 years as an attorney in private practice specializing in business and civil litigation and probate matters. She has extensive experience in contracts administration management, having worked in the late 80's and early '90's for several Silicon Valley companies including Software Publishing Corporation where she was the Manager of Vendor Services. Ms. Gildea-Phillips has a Bachelor's Degree from the University of San Francisco, and a Juris Doctor from Golden Gate University School of Law. She is a member of the State Bar of California, and has served as a Member-at-Large for the University of San Francisco Alumni Board of Governors as well as a member of the Stanislaus County Childcare Planning Council. She was appointed to the Supervisory Committee in 2004.
